Suggestion: frame reliability as a threat to growth as a strategy to establish some backpressure in the social system, or to persuade leaders to invest.
Suggestion: maintain a portfolio of stories to map reliability to the company priority of the day so that when th priorities change, you have diversity in your portfolio. e.g. framing the add'l programmer in the opportunity value of that person instead of the cost of their salary.
